In a large mixing bowl, combine the all-purpose flour, rice flour, coriander powder, white pepper, and baking powder.
Add the fresh corn kernels, sliced scallions, julienned carrot, and minced garlic to the dry ingredients. Mix well to ensure even distribution.
Crack the egg into the bowl and mix thoroughly to combine all the ingredients.
Slowly add water while stirring to create a thick batter. The batter should be thick enough to coat the back of a spoon, but not too dry.
