Preheat the oven to 425°F (220°C) and line a baking sheet with parchment paper.
In a medium saucepan, combine water, butter, and salt over medium heat and bring to a boil.
Once boiling, immediately add the flour, stirring vigorously with a wooden spoon until the mixture forms a ball and pulls away from the sides of the pan, about 2 minutes.
Remove from heat and let the mixture cool for 5 minutes.
Add eggs one at a time, beating well after each addition until the batter is smooth and glossy.
Transfer dough to a piping bag fitted with a large round tip and pipe small mounds (about 1.5 inches in diameter) onto the prepared baking sheet, leaving space between each mound.

To make the filling, whisk together skim milk, cornstarch, and sugar in a medium saucepan until smooth.

Remove from the heat and stir in vanilla extract.
Allow to cool slightly, then fold in the low-fat whipped topping.
Transfer filling to a piping bag filled with a small nozzle.
Pierce a small hole in the side of each cooled puff and pipe in the filling until the puff is full.
For the chocolate glaze, melt chocolate chips and low-fat milk in a small bowl over a simmering pot of water or in a microwave, stirring until smooth.
Dip the top of each filled puff into the chocolate glaze and place back on the wire rack to set.
