Slice the lean beef sirloin into thin strips, about 1/4 inch thick.
In a medium bowl, combine the soy sauce, cornstarch, and water. Add the beef strips and marinate for at least 10 minutes.
While the beef marinates, peel and slice the onions thinly. Mince the garlic cloves and grate the fresh ginger. Slice the green and red bell peppers into thin strips.
Heat 1 teaspoon of vegetable oil in a large non-stick skillet or wok over medium-high heat.
