Preheat your oven to 200°C (390°F) and line a baking sheet with parchment paper.
In a large non-stick skillet, heat the olive oil over medium heat. Add the chopped onion and cook for 3-4 minutes until translucent.
Add minced garlic to the skillet and cook for another minute until aromatic.
Add the grated carrot and frozen peas to the skillet, stir, and cook for 2-3 minutes until the carrot softens.
Add the lean ground beef to the skillet. Cook, breaking it up with a spoon, until it's browned and cooked through, about 5-7 minutes.
Once done, remove from heat and drain any excess liquid or fat from the meat mixture.
Transfer the beef mixture to a large bowl. Stir in the chopped parsley, ground black pepper, salt, and allow it to cool slightly.
In a separate bowl, lightly beat the egg whites and milk together.
Add the whole wheat breadcrumbs and half of the egg white mixture into the beef mixture, and mix everything until well combined.
Shape the mixture into oval croquettes about 2 inches long and 1 inch wide. You should have approximately 8 croquettes.
Dip each croquette in the remaining egg white mixture and then roll them in the breadcrumbs to coat evenly.
Place the croquettes on the prepared baking sheet and bake for 15-20 minutes, or until they are golden brown and crispy.
Serve warm, paired with a side salad or your favorite low-fat dipping sauce.
