Preheat your oven to 375°F (190°C) and lightly grease a 9x13-inch baking dish with nonstick cooking spray.
In a large skillet over medium heat, add the lean ground beef and cook for 5-7 minutes, breaking it up with a wooden spoon, until browned. Drain any excess fat.
Add the diced onion and minced garlic to the skillet with the beef. Cook for another 3 minutes until the onion is softened and garlic is fragrant.
Stir in cumin, chili powder, salt, and black pepper. Mix well and remove from heat.
