Core the cabbage and peel off 8 large leaves carefully. Blanch them in boiling water for 2-3 minutes until pliable. Remove and set aside to cool.
In a large bowl, combine the ground beef, finely chopped onion, minced garlic, egg, grated Parmesan cheese, almond flour, salt, black pepper, paprika, and chili flakes. Mix until everything is well combined.
