In a large mixing bowl, take 200 grams of low carb sathumavu flour and add 1 teaspoon of salt.
Slowly sprinkle approximately 100 milliliters of water over the flour, little by little, while mixing with the other hand.
With your fingers, mix the flour to an even crumbly texture, ensuring it's moist enough to form lumps when pressed together but falls apart when crumbled.
Allow this mixture to rest for about 5 minutes to let the moisture distribute evenly.
Meanwhile, prepare the puttu maker by filling the base with water and allow it to come to a gentle boil.
Layer the puttu maker cylinder first with a thin layer of coconut shavings, approximately a tablespoon.
