Preheat your oven to 400 degrees Fahrenheit (200 degrees Celsius). Place beef bones and chicken drumsticks on a baking sheet and roast for 45 minutes. This will enhance the flavor of the broth.
Meanwhile, char the onion and ginger by placing them directly over an open flame or in a hot skillet until deeply blackened. Peel the onion and ginger and set aside.
In a large stockpot, bring 16 cups of water to a boil. Add the roasted bones and chicken, charred onion and ginger, fish sauce, star anise, cloves, cinnamon stick, black cardamom pod, and salt. Reduce the heat to low and simmer gently for at least 2 hours, skimming any impurities as needed.
After simmering, remove the bones and chicken from the broth. Discard the bones and set the chicken aside to cool. Once cool, shred the chicken meat.
Soak and rinse the shirataki noodles according to package instructions to eliminate any off-flavors.
Prepare the garnishes: wash and dry bean sprouts, basil, cilantro, and mint. Arrange on a platter along with lime wedges and sliced red chili.
Thinly slice the beef sirloin against the grain. This can be done by placing the meat in the freezer for about 15 minutes prior to slicing.
Strain the broth through a fine-mesh sieve into another pot, discarding the solids. Return the broth to a simmer and season with additional salt or soy sauce, if needed.
To serve, divide the shirataki noodles between bowls. Top with shredded chicken, raw beef slices, and ladle hot broth over everything. The heat from the broth will gently cook the raw beef slices.
