Preheat your oven to 200°C (400°F) and lightly grease a 12-cup muffin tin or line with muffin liners.
Steam the cauliflower florets until tender, about 5-7 minutes. Drain any excess water and let them cool slightly.
Transfer the cauliflower to a food processor and pulse until crumbled, almost resembling rice grains.
In a large mixing bowl, combine the processed cauliflower, cheddar cheese, parmesan cheese, cream cheese, egg, almond flour, garlic powder, onion powder, salt, and black pepper. Mix until thoroughly combined.
