Heat olive oil in a large pot over medium-high heat.
Season lamb with salt and black pepper. Add to the pot and sear until browned on all sides, about 5 minutes.
Remove lamb from the pot and set aside.
In the same pot, add chopped onion, minced garlic, chopped celery, and chopped carrot. Sauté for 5-7 minutes until the vegetables begin to soften.
Return the lamb to the pot. Add cauliflower florets, chopped zucchini, canned diced tomatoes (with juices), beef broth, and bay leaf.
Stir in chopped rosemary and thyme. Bring the mixture to a boil.
Reduce heat to low, cover the pot, and let simmer for 1 hour, stirring occasionally.
After 1 hour, add spinach leaves. Simmer uncovered for another 10 minutes until the spinach is wilted and the lamb is tender.
Remove bay leaf before serving.
