Preheat your oven to 325°F (160°C).
In a large mixing bowl, toss the beef cubes with flour, salt, and black pepper until evenly coated.
Heat 2 tablespoons of olive oil in a large, oven-safe Dutch oven over medium-high heat. Add the beef in batches, searing each piece until browned on all sides. Remove the beef and set it aside.
Reduce the heat to medium and add the remaining 1 tablespoon of olive oil. Sauté the diced onion until translucent, about 3-4 minutes. Add the minced garlic and cook for an additional minute.
Stir in the carrots, celery, and potatoes and cook for 5 minutes, stirring occasionally.
Add the tomato paste to the pot and mix well with the vegetables. Cook for 1-2 minutes to caramelize the tomato paste.
