Prepare the lobster: If using live lobster, dispatch it humanely and cut it into manageable pieces (tail, claws, and body). If using pre-cooked lobster, cut the cooked meat into chunks and set aside.
Rinse the fermented black beans under cold water to remove excess salt. Pat them dry and mash them with the back of a spoon to create a paste.
In a small bowl, mix together the soy sauce, oyster sauce, Shaoxing wine, sugar, and black pepper. Set aside.
Heat the vegetable oil in a large wok or skillet over medium-high heat.
Add the minced garlic, ginger, and the white parts of the scallions to the wok. Stir-fry for 30 seconds or until fragrant.
Add the mashed black bean paste and stir-fry for another 30 seconds to release its aroma.
Add the lobster pieces to the wok. If using raw lobster, cook for 4–5 minutes until the shells turn bright red and the meat is almost cooked through. If using pre-cooked lobster, toss gently to heat through, about 2 minutes.
Pour in the water or chicken stock and bring to a simmer.
Stir in the sauce mixture and let it cook for 1–2 minutes to combine the flavors.
Add the cornstarch slurry, stirring continuously, until the sauce thickens and coats the lobster evenly.
Adjust seasoning with salt if needed.
Garnish with the green parts of the scallions and serve immediately, preferably with steamed rice.
