Peel and cut the potatoes into chunks. Bring a large pot of salted water to boil, add the potatoes, and cook until fork-tender (about 15–20 minutes).
Drain the potatoes, return them to the pot, and mash them with butter, milk, salt, and black pepper until smooth. Set aside.
Preheat the oven to 375°F (190°C).
In a large skillet, heat the olive oil over medium heat. Add the ground lamb or beef and cook until browned, breaking it up with a wooden spoon (about 5–7 minutes). Drain excess grease if necessary.
Add the diced onion and carrot to the skillet and cook until softened, about 5 minutes.
Stir in the tomato paste, beef or vegetable stock, Worcestershire sauce, thyme, and frozen peas. Simmer for 5 minutes, allowing the flavors to meld and the mixture to slightly thicken. Remove from heat.
Spoon the meat and vegetable mixture into individual ramekins, filling each about 2/3 of the way.
Top each ramekin with a generous dollop of mashed potatoes, spreading it evenly over the surface. Use a fork to create ridges for a crispier texture if desired.
Sprinkle paprika on top, if using, for added color.
Place the ramekins on a baking sheet and bake in the preheated oven for 20–25 minutes, or until the tops are golden and the filling is bubbly.
