Preheat your oven as directed on the box instructions for both the German chocolate and white cake mixes.
Prepare and bake the German chocolate and white cakes separately in 9x13-inch pans according to the package instructions. Allow them to cool completely.
While the cakes bake, prepare the vanilla pudding by mixing the pudding mix with milk until smooth and thickened. Set aside in the refrigerator to chill.
Place the vanilla sandwich cookies in a food processor and process until they form fine crumbs. Reserve about 1/4 cup of the crumbs in a small bowl, and add the green food coloring to this portion, mixing well to make a 'chlorophyll' effect for the 'litter'.
Crumble the cooled cakes into small pieces in a large mixing bowl. Add half of the cookie crumbs and mix well.
Stir in the prepared pudding and the whipped topping to create a moist, crumbly mixture. The consistency should resemble damp sand.
Line the disposable kitty litter box with parchment paper. Spread the cake mixture evenly into the box.
Sprinkle the remaining cookie crumbs (excluding the green-tinted crumbs) over the top of the cake to resemble litter. Scatter the green-tinted crumbs randomly on top.
To create the 'droppings', soften the Tootsie Rolls by microwaving them for a few seconds (about 5–8 seconds is sufficient). Shape and twist the softened Tootsie Rolls into cat droppings and strategically place them on top of the cake.
Serve the cake directly from the kitty litter box using the clean, new kitty litter scoop for added effect.
