Preheat your oven to 375°F (190°C). Lightly grease a baking dish large enough to hold the shrimp without overlapping.
Peel and devein the jumbo shrimp, leaving the tails intact. Make a shallow cut along the back of each shrimp to butterfly them, being careful not to cut all the way through. Set aside.
In a medium skillet, melt 2 tablespoons of butter over medium heat. Finely chop the garlic and shallots, then sauté them in the butter until fragrant and translucent, about 2-3 minutes.
Add the panko breadcrumbs to the skillet and stir to coat them in the butter mixture. Toast the breadcrumbs lightly, about 2 minutes, then remove from heat.
In a mixing bowl, combine the toasted breadcrumbs, chopped parsley, lemon juice, Old Bay seasoning, Parmesan cheese, olive oil, salt, and black pepper. Mix thoroughly to form a moist stuffing mixture.
