Preheat your oven to 375°F (190°C) and lightly grease a 9x13-inch baking dish.
Peel the potatoes and slice them into thin, even rounds (about 1/8 inch thick) using a mandoline or a sharp knife. Place the sliced potatoes in a bowl of cold water to prevent browning.
In a medium saucepan, melt the butter over medium heat. Once melted, whisk in the flour and cook for 1–2 minutes to remove the raw flour taste.
Gradually whisk in the milk and heavy cream, stirring constantly to avoid lumps. Cook the mixture for 4–5 minutes until it thickens slightly.
Remove the saucepan from the heat and stir in 1.5 cups of shredded cheddar cheese, 1/2 cup of Parmesan cheese, salt, black pepper, garlic powder, onion powder, and smoked paprika. Stir until the cheese has melted and the mixture is smooth.
Drain the sliced potatoes and pat them dry with a clean kitchen towel. Arrange half of the potatoes in an even layer in the prepared baking dish.

Sprinkle the remaining 1/2 cup of shredded cheddar cheese and 1/2 cup of Parmesan cheese evenly over the top of the dish.
Cover the baking dish with aluminum foil and bake in the preheated oven for 40 minutes. Then, remove the foil and bake for an additional 30–35 minutes, or until the potatoes are tender and the top is golden and bubbly.
Remove the dish from the oven and let it sit for 5–10 minutes to set before serving. Garnish with chopped fresh parsley, if desired.
