Bring 1 cup of water to a boil in a medium saucepan. Add 1 tablespoon of olive oil and 1/2 teaspoon of salt to the water.
Once the water is boiling, remove the saucepan from heat. Stir in 1 cup of couscous, cover the saucepan with a lid, and let it sit for 5 minutes.
While the couscous is resting, mince 1 garlic clove and finely chop 1 teaspoon of fresh rosemary.
Heat 1 tablespoon of olive oil in a small skillet over medium-low heat. Add the minced garlic and rosemary, cooking for 1-2 minutes until fragrant. Remove from heat.
Fluff the couscous with a fork and transfer it to a mixing bowl.
