Preheat your oven to 350°F (175°C) and line a 9x13-inch baking pan with parchment paper, leaving an overhang on the sides for easy removal.
In a large mixing bowl, combine 1.5 cups of all-purpose flour, 1.5 cups of rolled oats, and 1 cup of brown sugar. Mix well.
Add the cold cubed butter to the dry mixture. Using a pastry cutter or your fingers, blend until the mixture resembles coarse crumbs.
Press about three-quarters of the mixture firmly into the bottom of the prepared pan to form a crust. Reserve the remaining mixture for the crumble topping.
