Preheat the oven to 180°C (350°F).
In a mixing bowl, whisk together the all-purpose flour, cocoa powder, and granulated sugar.
Cut the unsalted butter into small cubes and add to the flour mixture. Rub the butter into the dry ingredients until it resembles fine breadcrumbs.
Add the egg yolks and cold water to the flour mixture. Mix until the dough comes together into a ball. Wrap the dough in plastic wrap and refrigerate for 15 minutes.
Roll out the dough on a floured surface to fit a 9-inch tart pan. Press the dough into the pan and trim the edges. Prick the base with a fork, then chill in the freezer for 10 minutes.
Line the tart shell with parchment paper and fill with baking weights or dried beans. Bake for 15 minutes, then remove the weights and parchment paper and bake for another 5 minutes. Set aside to cool.
In a mixing bowl, combine the sweetened condensed milk, lemon juice, lemon zest, and eggs. Whisk until smooth and well combined.
Pour the lemon filling into the cooled tart shell. Bake for 20 minutes, or until the filling is set but slightly jiggly in the center. Cool to room temperature, then refrigerate for at least 2 hours.
To make the chocolate ganache, finely chop the dark chocolate and place it in a heatproof bowl. Heat the heavy cream until just simmering, then pour over the chocolate. Let sit for 2 minutes, then stir until smooth.
Spread the chocolate ganache evenly over the chilled lemon filling. Refrigerate for an additional 30 minutes to set the ganache.
Before serving, optionally dust with powdered sugar for garnish. Slice and enjoy!
