Preheat your oven to 325°F (165°C). Do not grease the tube pan for this recipe to ensure proper rising.
In a large mixing bowl, sift together the flour, 1 cup of the granulated sugar (reserve the remaining sugar for later), baking powder, and salt.
Make a well in the center of the dry ingredients. Add the egg yolks, vegetable oil, lemon juice, lemon zest, and water. Mix until smooth and well combined. Set aside.
In a separate mixing bowl, beat the egg whites on medium speed using a stand mixer or hand mixer until frothy.
Add the cream of tartar to the beaten egg whites and increase the speed to high. Gradually add the reserved 1/2 cup of granulated sugar, one tablespoon at a time, beating until stiff peaks form.
