Preheat your oven to 350°F (175°C). Lightly grease a mini muffin tin or line with paper liners.
In a medium bowl, combine the all-purpose flour and powdered sugar for the crust. Cut in the cold, cubed butter using a pastry cutter or fork until the mixture resembles coarse crumbs.
