Preheat your oven to 375°F (190°C).
Bring a large pot of salted water to a boil. Cook the lasagna noodles according to the package instructions until al dente. Drain and lay the noodles flat on parchment paper or a clean surface to prevent sticking.
In a large skillet, heat the olive oil over medium heat. Add the garlic and sauté for 1 minute until fragrant.
Add the ground beef to the skillet and cook until browned, breaking it apart with a spoon. Season with 0.5 teaspoon of salt and 0.25 teaspoon of black pepper. Drain any excess grease and stir in 1.5 cups of marinara sauce. Remove from heat and set aside.
In a mixing bowl, combine the ricotta cheese, 1 cup of mozzarella cheese, Parmesan cheese, egg, fresh basil, and the remaining salt and pepper. Mix until thoroughly combined.
Spread 1 cup of marinara sauce across the bottom of a 9x13-inch baking dish.
To assemble the rollups, take one cooked lasagna noodle and spread a thin, even layer of the ricotta mixture across its surface. Add a layer of the meat sauce on top of the ricotta.
Carefully roll the noodle up, starting from one end. Place the rollup seam-side down in the prepared baking dish. Repeat with remaining noodles and filling.
Once all the rollups are in the dish, pour the remaining marinara sauce over the top and sprinkle with the remaining mozzarella cheese.
Cover the dish with aluminum foil and bake in the preheated oven for 25 minutes. Remove the foil and bake for an additional 10-15 minutes, or until the cheese is melted and bubbly.
