Preheat your oven to 375°F (190°C). Grease a 9x13-inch baking dish and set aside.
Bring a large pot of salted water to a boil. Cook the penne pasta according to package instructions until al dente. Drain and set aside.
In a large skillet, heat the olive oil over medium heat. Add the diced onion and sauté until softened, about 4-5 minutes. Add the minced garlic and cook for another 1 minute until fragrant.
Add the ground lamb to the skillet and cook until browned, breaking it up with a spoon as it cooks. Once browned, drain any excess fat, if needed.
Stir the crushed tomatoes, tomato paste, oregano, thyme, paprika, red pepper flakes, salt, and black pepper into the skillet with the lamb. Lower the heat and let the sauce simmer for 10 minutes, stirring occasionally.
Add the cooked pasta to the skillet with the lamb sauce and mix well to combine.
Pour half of the lamb and pasta mixture into the prepared baking dish. Sprinkle 3/4 cup of Parmesan cheese and 1 cup of mozzarella cheese evenly over the mixture.
Add the remaining lamb and pasta mixture on top. Sprinkle the remaining Parmesan cheese and mozzarella cheese over the top layer.
Cover the dish with aluminum foil and bake in the preheated oven for 20 minutes.
Remove the foil and bake for an additional 10 minutes, or until the cheese is melted and bubbly.
Remove the casserole from the oven and let it rest for 5 minutes. Sprinkle with freshly chopped parsley before serving.
