Rinse the lady peas under cool water and set aside.
Cut the salt pork into small cubes (roughly 1/4 inch) and set aside.
Heat a large pot or Dutch oven over medium heat. Add the salt pork and cook until the fat renders and the edges are golden brown, about 5-7 minutes.
Add the diced onion to the pot and sauté in the rendered fat until softened, about 3-4 minutes. Stir in the minced garlic and cook for an additional 1 minute.
Add the lady peas to the pot along with the bay leaf, black pepper, chicken broth, and water. Stir to combine.
Bring the mixture to a boil, then reduce the heat to low. Cover the pot and simmer for 40-50 minutes, or until the lady peas are tender. Stir occasionally to ensure even cooking.
While the peas are cooking, prepare the rice. In a medium saucepan, bring 2 cups of water and 0.5 teaspoons of salt to a boil. Stir in the rice, reduce the heat to low, cover, and cook for 15-18 minutes, or until the rice is tender and the liquid has been absorbed.
Once the lady peas are tender, taste and adjust seasoning with salt if necessary. Remove the bay leaf before serving.
To serve, spoon the cooked rice onto plates or bowls and ladle the lady peas and broth over the top. Garnish with chopped fresh parsley if desired. Serve warm and enjoy!
