In a heavy-bottomed saucepan, pour the whole milk and heavy cream. Heat the mixture over medium heat, stirring occasionally to prevent burning.
Once the milk mixture comes to a gentle simmer, reduce the heat to low and let it simmer while stirring frequently. Cook until the mixture reduces to almost half its original volume, about 30-35 minutes.
Add the condensed milk, sugar, and cardamom powder. Stir well to combine all the ingredients.
In a small bowl, soak the saffron strands in 2 tablespoons of warm milk. Let it sit for 5 minutes to release the vibrant color and flavor, then add this saffron infusion to the milk mixture.
Continue to cook for another 5 minutes on low heat, ensuring the mixture is fully incorporated and thickened.
Remove the saucepan from the heat and let the mixture cool to room temperature.
Once cool, stir in the chopped pistachios, almonds, and cashews for added texture and flavor.
Pour the kulfi mixture into traditional kulfi molds, small bowls, or even popsicle molds. Cover with aluminum foil and insert wooden sticks if using popsicle molds.
Place the molds in the freezer and allow the kulfi to freeze for a minimum of 6-8 hours, or overnight for best results.
To serve, remove the kulfi from the molds by running the molds briefly under warm water. Garnish with additional chopped nuts if desired and enjoy this creamy, nutty dessert!
