In a large mixing bowl, whisk together the all-purpose flour, rice flour, water, egg, and salt until you have a smooth batter. Set aside.
Wash the green onions and cut them into 2-inch pieces. Peel and julienne the carrot and zucchini.
If using, slice the seafood into bite-sized pieces.
Add the prepared vegetables and seafood (if using) into the batter and mix until everything is well-coated.
Heat 1 tablespoon of vegetable oil in a large non-stick skillet over medium-high heat.
When the oil is hot but not smoking, pour half of the batter into the skillet, spreading it evenly to form a pancake.
Cook for about 4-5 minutes, until the bottom is golden brown and crispy. Flip the pancake using a spatula and cook the other side for another 4-5 minutes.
Transfer the cooked pancake to a plate and keep warm. Repeat the process with the remaining batter.
