Soak the beef short ribs in cold water for 30 minutes to remove excess blood. Change the water a couple of times during soaking.
Drain the ribs and rinse under cold water. Set aside.
In a large pot, bring 6 cups of water to a boil. Add the beef short ribs and blanch for 5 minutes to remove impurities.
Drain the blanched ribs and rinse them under cold water again. Clean the pot of any residue.
In a blender or food processor, combine the soy sauce, brown sugar, mirin, garlic, ginger, sesame oil, grated Asian pear, and onion. Blend until smooth to create the braising sauce.
Return the short ribs to the clean pot or a Dutch oven. Pour the prepared braising sauce over the ribs and add enough water to just cover the ribs.
Bring the pot to a boil, then reduce the heat to low, cover with a lid, and simmer for 90 minutes, stirring occasionally to prevent sticking.
After 90 minutes, add the carrot and potato chunks to the pot. If needed, add a bit more water to ensure the vegetables are submerged.
