Once the potatoes are cooked, drain them and return to the pot. Add the butter, heavy cream, cheddar cheese, 1/2 teaspoon salt, and 1/4 teaspoon black pepper. Mash the potatoes until smooth and creamy.
Spread the beef mixture evenly in a 9x13-inch baking dish. Top with the mashed potatoes, spreading them to cover the beef entirely. Use a fork to create small peaks in the potatoes for added texture.
