In a large mixing bowl, combine 500 grams of all-purpose flour and 1 teaspoon of salt. Gradually add 250 milliliters of water, mixing with your hands until the dough forms.
Knead the dough on a floured surface until it is smooth and elastic, about 10 minutes. Cover the dough with a damp cloth and let it rest for at least 30 minutes.
While the dough is resting, prepare the filling. In another bowl, combine 250 grams of ground pork, 250 grams of ground beef, finely chopped onion, minced garlic, black pepper, ground coriander, ground cumin, chili powder, and 1 teaspoon of salt.
Gradually mix in 150 milliliters of beef broth to the meat mixture, stirring until the filling is well combined and slightly liquidy.
Divide the rested dough into two parts. Roll each part into a log and cut into 12 equal pieces. Roll each piece into a small ball.
On a floured surface, roll each dough ball into a thin circle about 4.5 inches in diameter.
Place about 1-2 tablespoons of the filling in the center of each dough circle. Gather the edges of the circle up and pleat them together, twisting at the top to seal the khinkali.
Bring a large pot of salted water to a boil. Carefully add the khinkali and stir gently to prevent sticking.
Cook the khinkali for about 10-12 minutes, or until they float to the surface and the dough is cooked through.
Remove the khinkali with a slotted spoon. Serve hot, sprinkled with additional black pepper if desired. Enjoy by holding the dumplings by the twisted top, taking small bites, and savoring the flavorful broth inside.
