Ingredients

  • 1 pound ground beef
  • 1 tablespoon olive oil
  • 1 medium onion, finely chopped
  • 3 units garlic cloves, minced
  • 1 medium bell pepper, diced
  • 1 cup tomato sauce
  • 4 ounces cream cheese, softened
  • 1 cup heavy whipping cream
  • 1.5 cups cheddar cheese, shredded
  • 1 teaspoon salt
  • 0.5 teaspoon black pepper
  • 1 teaspoon paprika
  • 2 tablespoons fresh parsley, chopped

Directions

Step 1

Preheat the oven to 350°F (175°C).

Step 2

In a large skillet, heat olive oil over medium heat. Add the chopped onion and garlic, and sauté until the onion becomes translucent, about 3-4 minutes.

Step 3

Add the ground beef and cook until fully browned, breaking it apart with a spatula, approximately 5-7 minutes.

Step 4

Stir in the diced bell pepper and continue to cook for another 3 minutes until slightly softened.

Step 5

Add tomato sauce, salt, black pepper, and paprika. Stir well to combine, then reduce the heat to low and let simmer for 5 minutes.

Step 6

In a separate bowl, combine softened cream cheese and heavy whipping cream. Use a whisk to blend until smooth.

Step 7

Remove the beef mixture from the heat and spread it evenly into a greased 9x13-inch baking dish.

Step 8

Pour the cream cheese mixture evenly over the beef layer.

Step 9

Top with shredded cheddar cheese, spreading it evenly across the top.

Step 10

Bake in the preheated oven for 25 minutes, or until the cheese is bubbly and golden.

Step 11

Remove the casserole from the oven and let it rest for 5 minutes. Garnish with freshly chopped parsley before serving.
