Thinly slice the beef across the grain into bite-sized strips.
In a bowl, combine 1 tablespoon fish sauce, 1 tablespoon lime juice, 1 tablespoon soy sauce, and 1 tablespoon sesame oil. Grate 2 garlic cloves and 1 shallot, then add to the mixture. Mix well and add the beef slices to marinate for at least 15 minutes.
While the beef is marinating, use a spiralizer to create zucchini noodles. Set aside.
To make the dressing, combine the remaining fish sauce, lime juice, soy sauce, erythritol, and grate 1 garlic clove and the other shallot in a small bowl. Stir until erythritol is dissolved.
