Preheat your oven to 200°C (390°F) and line a baking sheet with parchment paper.
In a mixing bowl, combine the ground beef, garlic powder, onion powder, paprika, salt, black pepper, and fresh parsley. Mix thoroughly to combine. Set aside.
In a separate bowl suitable for microwave use, combine the shredded cheddar cheese and cream cheese. Microwave on high for about 1 minute or until melted. Stir to combine into a smooth mixture.
