Peel and dice the potatoes into 1-inch cubes. Set aside in a bowl of cold water to prevent browning.
Finely chop the onion and mince the garlic cloves.
In a large pot, melt the butter over medium heat. Add the chopped onion and cook until soft and translucent, about 5 minutes.
Add the minced garlic and cook for an additional minute, stirring frequently to prevent burning.
Drain the diced potatoes and add them to the pot. Pour in the chicken or vegetable broth, ensuring the potatoes are just covered by the liquid.
Increase the heat to high and bring the mixture to a boil. Once boiling, reduce the heat to medium-low, cover the pot, and simmer for 20-25 minutes or until the potatoes are tender and can be easily pierced with a fork.
Using an immersion blender, partially blend the soup in the pot. This will create a creamy consistency while leaving some chunks of potato for texture. Alternatively, transfer half of the soup to a blender, blend until smooth, and return it to the pot.
Stir in the heavy cream, shredded cheddar cheese, salt, and pepper. Cook for another 5 minutes on low heat, stirring frequently, until the cheese is melted and the soup is heated through.
Taste and adjust seasoning with more salt or pepper as needed.
Serve hot, garnished with chopped fresh chives, crumbled cooked bacon (if using), and additional shredded cheese if desired.
