Roast the red bell peppers over an open flame or under the broiler until their skins are charred and blackened. Place them in a bowl and cover with plastic wrap. Let them cool for 10 minutes, then peel off the charred skin, remove the seeds, and finely dice the peppers.
Peel the russet potatoes and grate them using a box grater or a food processor with a shredding attachment. Transfer the grated potatoes into a clean kitchen towel and wring out as much moisture as possible.
Grate the onion and combine it with the grated potatoes in a large mixing bowl.
In the same bowl, add the diced roasted red peppers, eggs, flour, salt, and black pepper. Mix everything thoroughly until well combined.
In a large skillet, heat the vegetable oil over medium-high heat until shimmering.
Scoop about 2 tablespoons of the latke mixture into the hot oil and flatten it gently with the back of a spoon to form a patty. Repeat with more mixture, but do not overcrowd the pan.
Fry the latkes for 3-4 minutes on each side, or until they are golden brown and crispy. Transfer them to a paper towel-lined plate to drain any excess oil.
Repeat with the remaining latke mixture, adding more oil to the skillet as needed.
Serve the red pepper latkes warm, topped with sour cream and a sprinkle of chives if desired.
