Preheat the oven to 375°F (190°C). Lightly grease a 9x13 baking dish with nonstick cooking spray.
Peel and thinly slice the potatoes into 1/8-inch-thick rounds. Set them aside in a bowl of cold water to prevent browning.
Slice the smoked sausage into 1/4-inch-thick rounds and set aside.
In a medium saucepan, melt the butter over medium heat. Whisk in the flour and cook for 1–2 minutes until golden and smooth.
Gradually add the milk while whisking constantly to avoid lumps. Cook the mixture over medium heat until it thickens, about 5–7 minutes.
Stir in 1 1/2 cups of the shredded cheddar cheese, garlic powder, onion powder, salt, and black pepper. Mix until the cheese is melted and the sauce is smooth. Remove from heat.
Drain the potatoes and pat them dry with a clean towel.
Layer 1/3 of the potato slices in the prepared baking dish, followed by half of the smoked sausage slices. Pour 1/3 of the cheese sauce over the layer. Repeat this layering process, ending with a final layer of potatoes and the remaining cheese sauce on top.
Cover the baking dish with foil and bake in the preheated oven for 40 minutes.
Remove the foil and sprinkle the remaining 1/2 cup of shredded cheddar cheese on top. Bake uncovered for an additional 15–20 minutes, or until the top is golden and bubbly and the potatoes are tender.
Remove the casserole from the oven and let it rest for 5–10 minutes before serving. Optionally, garnish with chopped parsley for extra color and freshness.
