Rinse the jasmine rice under cold water until the water runs clear to remove excess starch.
In a medium saucepan, bring the 2 cups of water to a boil. Add the jasmine rice and reduce the heat to low. Cover and simmer for 12-15 minutes, or until the rice is tender and the water is fully absorbed. Remove from heat.

Add the steeped milk to the cooked rice, along with the remaining 2 cups of milk. Stir in the sugar, ground cinnamon, ground cardamom, vanilla extract, and salt.
Cook the mixture over medium-low heat, stirring frequently to prevent sticking, for about 20-25 minutes, or until the mixture thickens to a creamy pudding-like consistency.
