In a large mixing bowl, combine 2 cups of the all-purpose flour, sugar, salt, and active dry yeast.
Warm the milk to about 110°F (just warm to the touch) and add it to the dry ingredients, along with the vegetable oil and eggs. Mix until smooth.
Gradually add the remaining flour, one cup at a time, kneading as you go. Continue kneading until the dough is smooth and elastic, about 6-8 minutes.
Place the dough in a lightly oiled bowl, cover with a clean kitchen towel, and let it rise in a warm place for 1 hour or until doubled in size.
While the dough is rising, prepare the filling. Brown the ground beef in a large skillet over medium heat, breaking it into crumbles as it cooks. Drain excess grease if necessary.
