Preheat your oven to 375°F (190°C). Grease a 9x13-inch baking dish with a small amount of butter or oil.
Peel the russet potatoes and slice them thinly (about 1/8 inch thick) using a knife or mandoline. Set aside in a bowl of cold water to prevent browning.
In a medium saucepan, melt the butter over medium heat. Once melted, whisk in the all-purpose flour to form a roux. Cook for 1 minute, whisking constantly.
