Preheat your oven to 375°F (190°C). Lightly grease a baking dish or line it with parchment paper.
In a mixing bowl, combine cream cheese, shredded cheddar cheese, finely chopped jalapenos, garlic powder, and half of the salt and black pepper. Mix until well combined to create the filling.
