Preheat your oven to 350°F (175°C). Grease a 9x13-inch baking dish and set it aside.
Bring a large pot of salted water to a boil. Add the elbow macaroni and cook until al dente according to the package instructions. Drain and set aside.
In a large saucepan, melt 4 tablespoons of the butter over medium heat. Once melted, whisk in the flour and cook for 1 minute to form a roux, stirring constantly.
Gradually whisk in the milk and heavy cream, making sure to break up any lumps. Cook over medium heat until the mixture starts to bubble and thickens, about 3–5 minutes.
