Peel the potatoes and cut them into evenly sized chunks for even cooking.
Place the potatoes in a large pot and cover them with cold water. Add a pinch of salt and bring the water to a boil over high heat.
Reduce the heat to medium and simmer the potatoes for 15-20 minutes, or until they are fork-tender. Drain and set aside.
While the potatoes are cooking, prepare the cabbage by removing the tough core and thinly slicing the leaves. Finely chop the green onions (both the white and green parts).
