In a mixing bowl, combine whole wheat flour, 1 teaspoon of salt, and Greek yogurt. Gradually add water and knead into a soft and pliable dough. Cover the dough with a damp cloth and let it rest for 15 minutes.
In another bowl, prepare the stuffing by combining crumbled paneer, cumin powder, coriander powder, turmeric powder, red chili powder, chopped cilantro, green chili (if using), and the remaining 0.5 teaspoons of salt. Mix well.
Divide the dough into 8 equal portions and roll each portion into a ball.
Take one dough ball and roll it out into a small circle (about 5 inches in diameter) on a lightly floured surface.
Place 2 tablespoons of the prepared paneer filling in the center of the rolled-out dough. Fold the edges over the filling to cover it completely and form a sealed ball again.
Gently roll out the stuffed dough ball into a flatbread (about 6-7 inches in diameter), being careful not to tear it.
