Begin by preparing the lobsters: Bring a large pot of water to a boil and cook the lobsters until bright red, about 8 minutes. Remove the lobsters from the pot and let them cool slightly before extracting the meat from the shells. Reserve both the meat and the shells.
In a large pot, heat the olive oil over medium heat. Add the carrot, celery, onion, and garlic, cooking and stirring for about 5 minutes until the vegetables begin to soften.
Stir in the tomato paste and cook for another 2 minutes until it coats the vegetables.
Add the lobster shells, cognac, and dry white wine. Increase the heat to high and cook until the liquid is reduced by half.
Pour in the water, thyme, and bay leaf. Bring to a simmer and cook for 30 minutes, allowing the flavors to meld together.
Strain the broth through a fine-mesh sieve into a clean saucepan, pressing the solids to extract all the liquid. Discard the solids.
Return the broth to the stove, adding the reserved lobster meat and shrimp. Heat gently over medium-low until the seafood is warmed through.
Blend the soup using an immersion blender until smooth. If you prefer a chunkier texture, only blend half of the soup.
