To begin making the bakso, place the lean ground beef in a food processor. Add the tapioca flour, egg white, garlic, white pepper, salt, and 4 ice cubes. Blend until the mixture becomes smooth and well incorporated.
Transfer the beef mixture into a mixing bowl. Wet your hands to prevent sticking and shape the mixture into small meatballs, about 1-inch in diameter.
Bring a pot of water to a gentle boil. Lower the meatballs into the boiling water and cook until they float to the surface, indicating they are done. Remove and set aside.
In a separate large pot, add the beef bones and 2 liters of water. Bring to a boil, then lower the heat and let it simmer for about 45 minutes to extract the flavors.
While the broth is simmering, finely slice the shallots.
After 45 minutes, remove the beef bones from the broth. Add the boiled meatballs, sliced shallots, soy sauce, and fish sauce to the broth. Let it simmer for an additional 10 minutes.
Chop the green onions and add them to the soup just before serving.
To serve, place a handful of bean sprouts in each bowl, then ladle the hot soup with meatballs over them.
Garnish the soup with fried shallots and more chopped green onions if desired. Serve hot.
