Prepare the vegetables: Peel the potatoes, carrots, and parsnips, and chop them into bite-sized chunks. Slice the celery and dice the onion. Mince the garlic cloves.
Heat a large skillet over medium-high heat and add the olive oil.
Season the beef stew meat with salt and pepper, then lightly coat the pieces in flour.
