Preheat your oven to 325°F (165°C).
Trim any visible fat from the beef roast and cut it into 1.5-inch cubes.
In a large oven-safe pot or Dutch oven, heat 1 tablespoon of olive oil over medium-high heat.
Add the beef cubes in batches, searing them on all sides until browned. Remove and set aside.
Chop the onion finely and slice the garlic cloves.
In the same pot, add the remaining 1 tablespoon of olive oil, then add the chopped onion and garlic. Sauté for about 5 minutes or until the onion becomes translucent.
Peel and cut the carrots into thick rounds, slice the celery, and halve the baby potatoes.
