Prepare an 8x8-inch square pan by lining it with foil or parchment paper, leaving overhang for easy removal, and lightly grease it with butter or nonstick spray.
In a heavy-bottomed saucepan, whisk together the granulated sugar and cocoa powder until well combined.
Add the whole milk, unsalted butter, and salt to the saucepan. Place it over medium heat and stir until the sugar dissolves and the butter melts.
Once the mixture starts to simmer, stop stirring and attach a candy thermometer to the side of the pan. Allow the mixture to cook undisturbed until it reaches 234°F (soft ball stage). This will take approximately 10-15 minutes.
