Preheat your oven to 400°F (200°C).
Peel and dice the potatoes into large chunks. Place them in a pot of cold, salted water and bring to a boil. Reduce heat to a simmer and cook for 15-20 minutes until fork-tender.
Drain the potatoes and return them to the pot. Add butter, milk, 1 teaspoon of salt, and 1/2 teaspoon black pepper. Mash until smooth and creamy. Set aside.
Heat olive oil in a large skillet over medium heat. Add the ground beef or lamb and cook until browned, breaking it apart with a spoon. Drain off any excess fat.
Add the chopped onion, carrots, and minced garlic to the skillet. Cook for 5 minutes, stirring occasionally, until the vegetables are softened.
