Thinly slice the flank steak against the grain into bite-sized strips. Place the slices in a bowl, add 3 tablespoons of soy sauce and 1 tablespoon of cornstarch. Mix well to coat the beef and set aside to marinate for 15 minutes.
While the beef is marinating, prepare the vegetables: slice the red and green bell peppers into thin strips, cut the onion into wedges, mince the garlic, and chop the scallions.
