In a large mixing bowl, combine gluten-free flour blend, xanthan gum, and salt. Gradually add hot water, stirring continuously until a dough forms.
Knead the dough gently for about 2-3 minutes until it is smooth. If the dough is sticky, add a little more flour. Cover with a damp cloth and let it rest for 20 minutes.
In another bowl, prepare the filling by combining ground pork, cabbage, scallions, garlic, ginger, gluten-free soy sauce, sesame oil, and black pepper. Mix thoroughly until well combined.
Divide the rested dough into four equal pieces. Roll each piece into a log and cut into smaller, bite-sized pieces.
Flatten each small piece into a thin circle using a rolling pin. Keep the edges thinner than the center.
Place a tablespoon of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape. Press the edges to seal, making sure there are no air pockets.
Heat vegetable oil in a non-stick skillet over medium heat. Place the dumplings in the skillet and cook for about 2 minutes until the bottoms are golden brown.
Add a few tablespoons of water to the skillet and cover with a lid. Allow the dumplings to steam for another 4-5 minutes until the water evaporates.
Carefully remove the lid and let the dumplings cook for another minute to crisp up the bottoms.
Serve immediately with your choice of dipping sauce, such as gluten-free soy sauce, and enjoy!
